Overview

Fred is a seasoned trial lawyer with significant first-chair experience in both federal and state court. His practice covers all facets of health care law, including cases involving allegations of negligence, wrongful death, assault, battery, sexual misconduct, civil rights violations, breach of contract, commercial disputes, discrimination and employment claims, civil stalking protective orders, and non-competition agreements.

Fred represents corporations, hospitals, executives and individual providers that are subjects of investigations by federal, state and local executive agencies and law enforcement in matters involving alleged health care fraud, False Claims Act violations, Controlled Substance Act violations, Centers for Medicare & Medicaid Services (CMS) fraud and overpayment, sexual misconduct, elder abuse and assault cases. 

Fred also counsels pediatric hospitals and their employees in cases involving mandatory reporting of suspected abuse, neglect or dependency of minor patients. He has successfully represented large hospital systems in federal court defending against various constitutional claims, including discrimination, due process, and Eighth Amendment violations. Fred also represents professionals before state licensing agencies, including medical, nursing, and dental boards.

Outside of the courtroom, Fred advises health care executives and board members on internal investigations, fiduciary duties, HIPPA compliance, electronic medical records (EMR) systems, and employment matters. Fred regularly gives lectures at universities and hospitals on trending issues in health care law and regulatory topics.

Fred earned his J.D. from Georgetown University Law Center, where he received the CALI Award in National and Global Health Law, earned the highest grade in Negotiations Seminar, and was recognized as the Most Outstanding Student in the U.S. Supreme Court Bankruptcy Advocacy Practicum. Fred holds a B.A. in Political Science from the College of the Holy Cross, where he was a Division I college football player, member of the Patriot League Academic Honor Roll and Patriot League Champion.

He is admitted to practice in Ohio, Illinois, and the District of Columbia, and before the U.S. District Courts for the Northern Districts of Ohio and Illinois.
