Phoenix is an experienced attorney with a demonstrated history of working in public utility and government administration industries. He is skilled in research, regulatory compliance, regulatory submissions, administrative law and document drafting.
Phoenix has overseen mergers and acquisitions of municipally owned electric generating facilities by privately held companies and has worked with merging electric co-ops to ensure compliance with state law. He served as lead counsel for major public utility rate case proceedings, with duties including: reviewing testimony related to capital structure, return on equity, and rate of return; preparing witnesses for live testimony; and drafting post-hearing briefs.
Before joining Calfee, Phoenix served as Assistant General Counsel at Kansas Corporation Commission in Topeka.
Phoenix earned his J.D. from the University of Kansas School of Law. He earned his B.S. in Political Science from Emporia State University, where he was a two-time recipient of the "Political Science Student of the Year" award, as well as being selected as an Outstanding Senior for 2014. In addition, Phoenix served as President of the Pre-Law Club.
He joined Calfee in 2021.
